AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog explained in a report published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these political entities, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the data protection agency, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Voting Background and Political Landscape

The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the performance of the PVV.

The right-leaning group of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

All major parties have ruled out an alliance with the Freedom party, implying the runner-up party is highly probable to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
